2. Because colleges want students who will succeed, which means selecting the right students for the right courses. If you flunked maths every single year as a teen, it's extremely unlikely you will succeed in a maths undergrad.
Despite both of those points, there are plenty of shit-tier colleges that will do exactly what you say: They will accept anyone who applies, for whatever course you want. The reason being that they are not competitive and they do not care about the quality of students.
