Systems CS is indeed about designing computer architecture (a lot of people think CE/EE's do this, and a decent amount of them do, but a lot of the core architecture concerns are squarely in the realm of systems CS while things like ESD and register transfer are EE biased), and a lot of classic algorithms research is applied to computer design. The easiest example is the physical design and DRC in VLSI, where a lot of the standard practice used in industry is from reference texts from the CS and EECS departments.
