This is a dumb question for multiple reasons, and leads me to believe OP wouldn't make the cut. Under most ethics systems it obviously isn't ethical because of the secrecy. A better question is under what ethic system would secret sterilization be ethical or what are the conditions that make it ethical in our normal systems. For example most retarded babies are aborted these days, which is similar to secret sterilization. If retards started to make up 80% of pregnancies would we still abort them?

Well that's all dependant on your methods and standards on low IQ. First of all to do it secretly means you're gonna have to find a method that the general population won't know about and controlling it in a way so that ONLY the low iq ones are being sterilized. Then you gotta agree on a standard, say anyone under 90 IQ. If it all goes off without a hitch then the new low IQ retards will be anyone at 90 IQ who will eventually get sterilized in favour for the next benchmark, then the next, and the ones after that, then after that. Although it's more likely that your idea is just going to go tits up and cause far more damage then you intend it to and cause a lot of anger from the general population and will probably want to cut your head off.
