In recent history, it's about money and about how much you're willing to lie. In order to be a mathematician or any researcher, you can't straight up lie in people's faces for years (unless you're in China), you actually have to back up your claims. As we see with literally every single politician across the world, they say or promise one thing, and it's almost never upheld. Of course, aside from the warlords still in power who promise to continue to be warlords. And I repeat, it's about money.
