>>13630754No, it's simply an inevitable process that happens to concrete. Concrete is *always* hardening, drying chemically very slowly. Also it's very porous and the hydro-static pressure of water/temperature stress will cause it to push efflorescence out the pores overtime. What's happening is that the efflorescence here is pushing off the coating which will always happen after about 10-20 years, especially toward the bottom where the water table can rise and get to it. As long as you don't smell mold/see it then it's fine.
