Life, liberty and pursuit of happiness. Those can be considered human values. Almost every human on earth can agree with this as a standard human values to be cherished, if nothing else.
Then we can use scientific method to determine what is relevant.

But if you play loud music where another is trying to read or enjoy quiet time, thats imposing a limit on another's freedom directly. We have direct anti-noise disturbance laws.
The measures or the specifics of these three up there could be up for debate, but the general aspects are objective human values.
What Harris is suggesting is we don't need a religious book to tell us that. We implicitly can agree with one another to not kill one another, to not steal from one another, to not rape one another, to not imprison one another, etc. If one party does it, all hell breaks loose and others will retaliate in kind. Then all sense of mutual agreements breakdown. There would be no ties between families, friends, strangers, etc. Everyone is out to kill everyone. Every person is a loner. There would be no procreation happening, the species would go extinct.
