No. I often get emails from the department secretary saying we have a new student/post doc who needs help looking for a room/apartment to rent and asking if we know if anything is available.

Lots of schools have specific housing communities for grad students. But I don't recall seeing any that are free simply for being a phd candidate.

Most good universities in the US offer housing for grad students actually. I think this also happens at Oxbridge and a few other European universities.

Yes, but they have to pay a small rent fee I think. It's for everyone who's enrolled though, grad students, professors and the like. Also, I think if you meet certain poverty criteria you get it for free.

Some high COL cities will have subsidized housing for grad students, many places just have university housing designated for grad students you can pay to live in, mostly for international students who want a guaranteed place to live without having to rent some shithole sight unseen. Often have long waitlists though
