They didn't conduct the experiments on blacks because they were racist, they conducted it on them because the higher level of racism in that era meant they were less likely to get caught if they used blacks.
The people in charge of these types of governmental bodies aren't assholes, they're fucking evil. They'll torture literally ANYONE if it benefits them. Black, white, asian... none of that matters to them, the only factor is how likely they are to suffer consequences for their actions and nowadays they're so well protected that we're all at the same risk level of 0%.
Everyone should be suspicious of any government willing to mistreat any of it's citizens that badly.
