It's just a statement about some statistical distribution of objects behaving in the probabilistic limit N -> infinity. You have the partition function determined by something we call 'energy', which uniquely determines thermodynamics of the system. You can make meaningful statistical mechanics problems by assigning arbitrary energy values to coins. There isn't much difference between physical entropy and information theoretic entropy, because they're both just statistics.
