It's not like fishes crawl from out of the sea constantly to become land-dwelling organisms overnight
One, that kind of adaptation comes through a shit-ton of successive generations, trying to watch it happen to fishes is like trying to notice the years passing by while staring at an analog clock
Two, we actually managed to watch it happen anyway: there are several experiments conducted on fruit flies population in which we encouraged all sorts of adaptations and mutations (fruit flies are good for this because their generational successions are fast and they reproduce in a shitload of numbers)
Three, evolution happens either in response to adverse conditions or to fill a niche; the fish population living in the sea right now will keep doing that until they are encouraged / forced to leave their niche (or they'll just fucking die out if adaptation is impossible)
Four, there are right now on Earth organisms that toe the line between living on land and in water (mudskippers)
Five, we have fossils of species that show successive adaptations to brisge the gap between water and land dwelling
