Your image shows that there isn't as much of a disparity of perceived ability between the top and bottom percentiles even when the test scores are horrendously low for the bottom percentile. If anything this proves the theory correct as there isn't as much of a difference between perceived and actual ability. Just because someone is slightly less confident in their ability doesn't mean they should be nearly as confident as someone in even the next standard deviation, it should correlate with actual ability.
