We're just not there yet.
The most optimistic outcome is we have a single base there for a handful of scientists to go research in.
And that's assuming a lot goes right.
And even in that case it would basically be a shitty research facility that would be heavily reliant on earth to survive, and that's not sustainable.
We're not going interplanetary anytime soon until we get our shit together on earth first.
And at the rate things are going modern society will probably collapse into a second dark age before we get there.
The moon is a more realistic goal.
