I'm not saying that there's literally a secret AI lurking on some servers right now, that was literally spurred into existence by plugging in a one too many PCs.

Right now we have algorithms that tailor ads to individual people to sell more shit. They are also used for elections to form people's opinions and pick the government.
That's what I meant when I said we're being secretly ruled by AI already. But that's not what I really meant by real, inteligent AI.
What I mean by AI is more of a philosophical idea than an actual thing.
As times go we have more computer run algorithms gradually doing more and more things and they are more interconnected (more data-better results).
There won't be any concrete point at which you could say "this is the AI now". AI won't be a singular, physical thing. It will emerge from self-optimising systems as sort of stable improving consensus.
Kinda like civilisation and everything it involves emerged from people trying to get along.
