Your foreskin is gone. It isn't coming back, and it being gone isn't the source of all your problems. You can replace it with a flap of skin that you can pretend is the same as the original, but then you're just transuncirmcised.

Foreskin can grow back on its own.
I had surgery for phimosis when I was a kid (~10) and now it's grown back and I have phimosis again (25).

you can stretch it out on your own about 10 minutes a day, that fixes it, worked for me!
you can either put two fingers inside and spread them to stretch it, or just pull it with your fingers horizontally
