The virus that causes COVID-19 was not known to exist prior to 2019 (hence the 19 in the name), so nothing was known about it. What we've been experiencing in the form of "oops it turns out it doesn't spread on surfaces that easily", etc. is the scientific method in real time.
And unless you've got a systematic method that allows you to know how to mitigate a disease BEFORE it's discovered, I'll stick with whatever the agency spending $9.6 billion annually specifically on how to fight diseases has to say.
