Enforced uniforms for public and work wear might work. Not allowing sex work as work, or allowing clothing that accentuates features found to titillate the libido. Not allowing porn consumption, or porn at all to create the sexualization process may help.
These are all speculative though, and you can't neuter away male/female evolution or the desire to couple/fuck/masturbate/have libido unless you did it by force. Societal collapse is inevitable after a certain point anyway.
