Democracy is when people vote on options, fundamentally. Democratic republics are basically people voting on options.
If you think fewer options is unfair, or if you think representation is not fair, or whatever is not part of the question at all.
There used to be no voting anywhere for anything. Now, there is lots of voting in many levels of government in most of the world. That is clearly an increase in democracy!
