Python as a programming language is a tool
it seems like the person that wrote this function used this tool in a bad way, like how he uses 2 variables (x and lst) that are out of the scope of fnc for example, but in his specific case, it might even make sense, you don't see the other lines that might be there in the screenshot
using a tool in a bad way doesn't mean the tool is bad

you are going to have to try very hard to concoct a situation in which assigning to x is going to have any effect (I can not think of anything)
everyhing else MIGHT do something useful in python though due to operator overloading and what not

It's perfectly valid

I would reduce it down to a bitwise operator though for that negligible speed boost.
