Why are most people excessively passive and casual?
Like they are not passionate about much and do nothing exceptional for their whole lives, and don't care to.
Is it related to testosterone levels, and has it always been this way?

Even in more progressive countries, the individual is still valued more than the greater good, hence the fixation of social politics. While the average level of testosterone is notably decreasing I don't think there's much evidence to support it as the cause. T
he lack of passion comes from it being socially acceptable to be average, in fact in individuals are heavily incentivized to seek higher education to maintain a level of wage servitude, 30k a year, 70k a year 150k a year, all are livable wages depending on how well you manage your money. There's a reason I think people nowadays don't value personal finance, and if they do, it's in a very conformist way (mutual funds, bonds, 401ks, index funds).
The political structure the world currently follows is horrible for mental health and I think largely responsible for this wave of apathy we endure.

Then look at someone like Biden, who doesn't really give much of a fuck about anything. So many NPCs adopt a similar indifference to most things. Do they simply not have enough neurons or synapses to feel empathy or motivation to be an autonomous agent in the world? Low IQ.

I would actually take a more holistic and less negative approach. Passion and drive are as present as ever in today's society. It is the fault of "education" and increasing global connection. There is a stark realization, some earlier than others, that passion alone will not contribute to more material gain in a capitalist society. Passion as in the pursuit of something that is seen as enjoyable, but lo and behold the most enjoyable jobs pay the least.

This combined with global competition proving too monumental to even begin working against. By the time you ID something workable there are others far ahead and far more capable than you.

Then there's the case of an antagonistic culture. Different strengths not being valued enough, everyone out to get each other. There is no proper support structure to ultimately provide significant progress on a large scale when none can work together.

Basically we're completely fucked for a while and dependent on savants and other egotistical losers (who else would believe they can compete with everyone else) to provide meaningful progress.

The loss of passion is more of a brutal acceptance of capitalism and its attached culture.

In reality the reason people seem so passive and "virtue signal" is because it is there is an oversaturation of emotional incentives. And you're brain is always progressing towards homeostasis, thus the casualism is born. When theres too much to care about you no longer need to care.
This works doubly with our own innate ego bias, the self perception that everything you do is good and just for the most part. The act of caring and not doing anything about it is an attack on the ego. Which gets rationalized as being non sensical, it doesn't matter the outcome. It makes sense, why care about the outcome and risk potential emotional pain for something imaginary and not invested in at all.

Which in a sense is really quite ironic, we used to think it was the deprivation of emotions that would cause someone to be heartless, but in reality it is the overexpression of.

I also find it funny that people pander towards a moralistic goal collectively in order to gain/maintain social relevancy. They really don't care, nobody but the 1% does. But its like this game on who can act the most moral and win social points. Which is sickening to be honest. All you have to do for these blatant narcissists is set up a goal post everyone else is following and watch their shallow selves positive feedback loop that shit to existence.

Case in point the vaccines.
