No he's not a scam artist, he donated most of his (inherited) money to form the foundation and the salary he drew as CSO was very low; $70k iirc which is less than I earn as an industry researcher. He undoubtedly fully believes in what he's doing, to be a scam artist he would have to actually profit from it.
