How would I express this mathematically? I've heard people say this. Does this mean that the speakers are 3 dB louder, or does the 150% imply how we perceive the sound, so 10 dB louder?

I'm hard of hearing in one ear, so does that mean I hear everything as being around 70% the actual volume?

Logarithmic expressions.
Volume knobs (analog) are logarithmic, not linear. The human ear doesn't hear sound on a linear scale, so logarithmic scaling is the best way to shape an increase in volume.

dB = 10log10(P2/P1)

e.g. 2 to 1 ratio:
10log10(2/1) = 3

3db doubles the sound intensity but perceptually is the smallest average increment in detectable loudness (if you're an mixing or mastering engineer, or a musician, maybe you might be able to hear a smaller change). 10db increase is generally perceived as twice as loud.

dB is not a mathematical description of psychoacoustics.

well with those psychoacoustic rules of thumb something like

Loudness = 10log2(dB)

but who knows. is 3 db really "1.2 something" louder? is 6db really "1.5" ish? you'd have to study people.

I just realized, since sound perception is linear, and since we perceive logarithmic growth in volume as being linear growth, if the actual volume of sound is represented by 10log(x), then our perception of that volume is represented by 10x.
