Since 90 is sufficient to establish a spoken language, we would have progressed at least to 1900 age tech, just a lot slower.
There would be more empirical work and less theory which also would be a drag. Most likely there would be a lot of failures along the way. Still, 90 is enough to plod forward.

I mean average IQs btw. Technically there is no "max" IQ for any population, as you can just increase the population size. For instance a population with 80 average IQs will produce at least a couple 100 IQ people in a thousand.

Perhaps it could happen, on a planet that only has a climate where low IQ is advantageus (ie. like africa/australia). That being said the MENA region had significant cultural advances despite being in the 85-90~ average category, even if Europeans had never come along it's likely the evolutionary pressure of war would have forced society's to evolve to the nuclear level, even if at a much slower rate.

What if a lot of the MENA accomplishments were from higher IQ people from the north? Egyptian mummies are closer to european than modern egyptians. Persians are known to have been caucasian. It seems like high IQ people can't accomplish great civilizations in those cold regions, when they move south to fertile lands they have great success and their civilization flourishes. Once a certain amount of admixture of lower IQ races is attained the civilization falls to memory. This cycle repeats again and again all over earth
