They do in Europe and we've seen the exact same thing happening there.
I have friend's in Germany and they've told me that people over there wore masks religiously throughout the entirety of last fall/winter.
During that time they experienced huge outbreaks of covid.
Masks do not have a significant effect on preventing the spread of covid-19, even when everybody is complying with the mask mandates.
