This will work on black people, not because they really want to vote but because the Democrats will move heaven and Earth to ensure as many black voters get to vote as possible. Of course this is also why they'd never enact such a requirement. But if somehow that require did happen, you can bet that the incentives to get jabbed would increase rapidly and be focused on black voters.
