the vaccine, as well as previous infection, does not protect the mucous membranes. you can get a mild infection of your nose/throat and no amount of shots or natural immunity can stop this.
Because the delta variant has 12 times the viral load it is more common for people to be exposed to enough virions to really fuck over their mucous membranes and cause cold symptoms. These people are infected with the virus, but it never goes further into their body because their immunity stops it.
They are counting these as 'infected', which is technically true, but it does not equate at all with the kind of infection people with out immunity get.
Because previous variants simply had a lower viral load such mucous membrane infections occurred less often or were simply so mild you did not notice.
When protection against hospitalization starts to decrease then it might be time to consider a booster shot, but i doubt this will even occur since you are getting free booster shots by having corona chan nose rape you on a regular basis thanks to reopening now anyway.
