Im no scientist, but 'covid' would need to be exposed to people who were vaccinated in order to mutate to be 'vaccine resistant' would it not? How would a virus evolve to be resistant to something it has never been exposed to?

In theory it could mutate into a vaccine resistant strain without ever coming across a vaccinated person. A mutation changing the spike protein into something still functional but not recognized by the immune system could be helpful for reinfection, although it's less likely to work against someone with immunity from actual infection.
