Whereas the moon is actually less hospitable to human physiology due to the major differences in the gravitational field. It's a rock without any valuable resources. It's not about just building and sustaining a biodome, you're going to want to be able to extract raw materials off the planets surface like ore. I doubt there is a rich abundance of mineral wealth sequestered in the lunar crust. But all of that, is actually secondary considerations. The fact is, the moon has a dirty little secret. Well two actually. The first is, it's slowly drifting out of earth's orbit inevitably to be gone forever, whereas mars is in stable orbit around the sun. But the number one reason is detailed here:
