It's not about just building and sustaining a biodome, you're going to want to be able to extract raw materials off the planets surface like ore. I doubt there is a rich abundance of mineral wealth sequestered in the lunar crust. But all of that, is actually secondary considerations. The fact is, the moon has a dirty little secret.
