Civil engineers are more apt to deal with the administrative part of projects. Excel and autocad monkeys if you want.
Technicians are the ones who do the job, installing stuff, the ones who get their hands dirty.
So, should they be reduced to a technician type?
depends, in the shithole from where I am I've been in both sides with an engineering degree. Technicians usually knows enough to not mess up when doing shit. But if something doesn't work properly after building it, despite it's correctly constructed, engineers should know how to 'debug', review designs, propose fixes, planing the stuff, etc. They're different fields. A good technician with enough experience should be able to do the same tho. But dealing with timelines, budgets ans shit is an engineer task.
