Norman Wildberger has a good video on rational numbers and Babylonian numeral systems. Irrational numbers are an artifact of the way our number system is constructed, but number systems don't have irrational numbers.

this does not answer my question however, assuming an atomically precise knife which cuts an object of length 10 into blocks of length 3, what is the length of the remaining piece?

the issue comes when dealing with the remainder. In the system I was describing a decimal is placed and we further divide into the remainder to get the decimal, which repeats infinitely

If we counted in integer base countable infinity (a number base containing an infinite number of prime factors), you would never encounter irrational numbers because you can always subtract a prime factor from the tally when dividing, letting you represent the result exactly. You only encounter irrational numbers when you run out of prime factors to cancel. The Babylonians used base 60 because it that number base contains a lot of prime factors that are commonly used in every day calculations, making division trivial in most cases.
