This is so that the computer can actually read your files and not just see the data as like a program or a wall of random characters. No matter what a drive will have some data taken up by formatting and factors like cluster size can significantly affect the minimum used space.
The other anon has some truth in their words, windows can be gay and faggoty. But 128kb is pretty average formatting size for a 32gb drive. When winblows dumps shit onto a drive its more like 128mb. An order of magnitude more space but still very small.
