Scientifically speaking, if we do not successfully eliminate the use of fossil fuels and switch to a better source of energy before we run out or it just being impossibly expensive to extract, are we just stuck on this planet? And will we go back to steampunk tech or even back to 1800s tech? Are we screwed?

Again, unlikely. While abundant energy from fossil fuels has made early technological discovery and advancement possible, we already have alternatives that will succeed them when it becomes economically viable. Plus, despite the "just 20 years away" meme, it really does seem like we are only a few years away from net-gain fusion experiments bearing fruit.

Find an oil well on land, that has dried up, and we removed all the pumps from the well.
Pro-tip: We never do remove the pumps, because dry oil wells, always seem to have more... if we wait a little while...

I've heard that oil wells refill near to capacity after 50-70 years. The fossil fuel believers just think this indicates that oil from the surrounding rock is filling the empty space over time. Abiotic oil believers point to this, to indicate that oil is being actively produced under the crust and refills oil wells as it is produced.
