It would have to be money from people who actually want a geothermal power plant or government intervention. Either those governments build them themselves or subsidize it.
Though, since the skills required for drilling oil are also required for geothermal power plants, eventually, when extracting oil becomes more expensive than building geothermal plants, people will start building them.
This can be due to oil becoming harder to extract or the tech and initial financial investment for geothermal plants drops.
