These simple sequence puzzles with behaviors that alternate aren't rare in cognitive tests as far as I know. They even give similar problems for job offerings in order to test for low cognitive abilities in applicants.
But there is no reason to assume that it has to go left to right and top to bottom. There is absolutely no need to assume it is some kind of matrix or relies on logical operators (XOR, AND, ETC) either, unless you memorize IQ test problems and blindly apply the same logic to each test and thus fall into the trap of looking for impossible solutions. As long as you find a consistent pattern that always works and it is logical, it should be good. This is why lefties bitch and moan about IQ tests being "racist"; blacks and indians who cannot read or people who come from countries that might not read left to right or have other similar oddities are according to them "disadvantaged".
