Once the HIV is able to start replicating within the host cell's citoplasm, its reverse transcriptase uses viral tRNA to produce cDNA (a negative viral DNA strand, complementary to the ARNt template). The reverse transcriptase also has a ribonuclease and polimerase action, destroying the RNA and synthetising a positive complementary strand for the viral DNAc. Now, the viral DNA has two strands. It can enter the nucleus through its pores and integrate in the host cell DNA (provirus) and become latent until the host (a lymphocyte T CD4+) activates... An activated lymphocyte will have a different phenotype than a dormant inactive one, so obviously it must transcript RNA and translate to proteins...Naturally, in this process, it will also read the integrated provirus. Needless to say, the translation of mRNA into proteins occurs in the citoplasm, not in the nucleus. If you are interested in this, I suggest to read about Transcription and Translation.
