Few want to live under thugs or in fear from roving hordes, so they will quickly organize, build lines of communication and center themselves on defensible strategic assets ( food and water to begin with ). Proactive survivors will seek out and destroy any perceived external threats, Mad Maxers will have a very fun but ultimately terminally short ride when faced with organized militias fighting for their families. In the absence of law courts there will be no mercy shown.
Ultimately those who can defend their food sources without losing a tech edge will prevail while the mobs die off to starvation and disease. Then you will eventually get a situation similar to Germany prior to its unification. Lots of small independent sovereign states bound by a network of trade routes and alliances. While national infrastructure will go to shit, local infrastructure will be restored and maintained at efficient levels. Might not look pretty but it will work. During all this a huge mount of individual grudge matches will take place as people settle all sorts of personal scores. Lots of assassinations and murders, but nothing that will result in wanton destruction and mass death. It would pay be to be on good terms with your neighbors. On a provincial level there will some "cleansing" as people free from national laws seek to effect political ideologies at the point of a gun. These will be cataclysmic, but resolved quickly, usually with one group or the other being exterminated or exiled. While some harm will be done in the process the net effect will be to ensure homogeneity on a local scale, which will carry long term benefits. So while getting bad for a while the road to recovery will become more rapid than you might imagine.
