Most newborns are able to function far better than humans, we are born underdeveloped especially neurologically. A chick is able to ambulate, forage for food, avoid predictors, swim and flutter over obstacles mere minutes after hatching. Humans are crying leaky sacks of shit barely able to nurse even when the feeding port is forcibly attached directly to a food dispenser. It takes months to even skootch across the ground or roll over.
Obviously we need some children to perpetuate the species but we clearly don't need all of them. And I argue that we can determine some that will have a net negative benefit to humanity. We should have screenings for abnormalities before birth and abort them at that point. And if one slips through and the problem is found after birth we should still encourage it to be aborted.
A child deserves to be born into a stable loving family. We should give it every chance to become a functioning member of society. If a parent or expecting parent docent think they can provide for the needs of the child (both financial and emotional) then they should be free not to have that child. In most states to hand a child in to the state you have to be charged with child abandonment. They literally make it a crime to decide that you think the child would be better off with someone else. I think if the kid has not started kindergarten yet they should just be able to turn them in to something analogous to the animal shelter, and if no one wants to adopt them in two weeks we humanly euthanize and harvest the tissue for the benefit of all mankind.
