Why do fans make air "cooler" ?
Shouldn't it be hotter because particles moving more=hot?

Fans feel cool because they assist in sweat evaporation, which is what is actually cooling you

Air in contact with your body takes thermal energy as it tends toward equilibrium
Fan = more air in contact with body = more energy transferred = feel cooler

Gas is a very good insulator if it comes to radiating heat transfer. But it still can transport heat trough convection.

Body temp is 98f. Air flowing means the heat is carried off. It's the same mechanics as you blowing air on a hot burrito or coffee

Friction from air produces a negligible amount of heat, unless it's moving very fast (think spacecraft heating up when re-entering the atmosphere).

Heat is random motion of individual molecules while air flow is organized motion of large number of molecules.
It's like saying sound waves are the same as heat because it's just motion.
Though through chaotic process both will indeed eventually turn into heat.
