Yes. They weigh less nearer the equator too due to the centrifugal force.

Yes. Use the newtonian gravity formula. Substract the lunar one from the earth calculation. Divide that by the earth acceleration/force, there you have your percentage.
Simple as.
It should be a really small difference.
