Problem is as anons mention, the people in this Poverty ridden places. The entire economy would break down completely. And all those people would start migrating North/ south. Now what exactly are you going to do as a leader if you are confronted with the choice of letting your country get overrun by hundrets of millions of refugees who are all from completely culturally, religious, social and ethic heritage, which could easily result in a collapse of Society in wealthier countries, or Do you close borders, and use MIlitary and technological means to repel& probably even kill attempted tresspassers?
Not to mention rivaling First world/2nd world countries like China and Russia, could easily take advantage of that by Causing unrest, or arming Refugees, and even damaging Defenses/protective measurements. Thats a horrible thought desu.
