Some numbers that I didn't really check but illustrate the issue:
75% of unvaccinated people who get infected start coughing really bad.
10% of vaccinated people who still get infected start coughing equally bad.
Covid is mainly spread by coughing.
So, an individual who gets the vaccine, is unlucky enough to get infected, and unlucky again to develop symptoms, might still transmit as much as someone unvaccinated.
That's still compatible with vaccine rollout slowing down the spread, both because of lower odds of getting infected and lower odds of getting symptoms.
That sentence in the OP does NOT mean that getting the vaccine makes you just as likely to start transmitting delta as not getting the vaccine.
Sneaky phrasing.
