Why did the Russians refuse to join the Artemis Program?
Advanced countries/agencies like Europe/ESA, Japan, Canada, Australia, South Korea have signed up, but not Russia.
Why? Scientifically it is obviously bad for Russia, and politically/strategically I do not see what they have to gain by not joining
