Less stupid people who aren't criminals, an insignificant minority in most countries, tend to respond to a simple shock of reality (flooding them with reliable and coherent information about the problem).
But most people are too stupid to respond to this, and even broadcasting information is hard given how controlled by the big nosed mafia most communications are.
