But it is impossible to say how much of a factor it is compared to intercultural and intracultural interactions. I'd probably bet between 15% and 85%, but it's hard to say since culture and race are so tied to one another.
A non-rational "progressive" or whatever we call them could assert that there isn't any fraction of genetic, but the presumably more common rational people could simply say "yes but it's not significant" and you have little rebuttal. Since I've seen both sides quote twins studies, I suspect there's little consensus to be made from a literature-based angle.
Also referring to genetic clusters as "race" has become too much of a buzzword to not invoke all sorts of emotive arguments from both extremes of the political spectrum.
Also also genetic engineering of human embryos over the next few decades will add a whole new dimension to genetic disparities.
