PS - For those that don't know what the fuck is up, they realized in the 60's that a bigger nuke isn't the answer to alleviating the constraints of mutually assured destruction. Hence, they've been trying to create a technology that can fully nullify nuclear weapons. Anti-nuke technology based on the idea that it may be possible to prevent enemy nuclear warheads from achieving full fission on detonation, negating mutually assured destruction.
The most promising was an idea wherein impact areas for an enemy nuclear device would be pre-emptively hit by an anti-nuke device that creates a field that will instantly cause massive fusion from a nuclear detonation and disperse the fission energy into contained aerosolized particles that can be cleaned and dissipated, with no explosive fission release.
The hard part is coming up with a material that can store fusion products from high yield nuclear detonations. Inventing such a thing is actually going to be a "better battery".
If Russia/China actually made a material capable of this, it's probably the fuel and energy source for the so-called tic-tacs.
They were working on anti-nukes for a long time, so if the technology matured, I'm not surprised.
