It's natural selection. A leaky vaccine-like the COVID-19 vaccine-is one that does not prevent infection and transmission, but reduces symptoms. Inevitably, mutations will occur during viral replication creating strains or variants that are better able to bypass the "immunity" given by the vaccine. It's important to note that transmission is only reduced with these vaccines simply because symptoms are suppressed. When these mutated variants elicit stronger symptoms, those variants are more transmissible.
By using the spike protein of COVID-19, the part of the virus which allows the virus to gain entry into cells, the viral mutations best suited to overcome the "immunity" would be adjustments to the spike protein. This could potentially lead to spike proteins that affect more tissues/receptors.
