If air going at speed V went through a wind turbine from one side that was 100% efficient, then the air stops moving on the other side and the speed is 0. But if the speed of the wind on one side is 0, then it's impossible for wind to go through the turbine.
At most, the efficiency is around like 50% or something. So at most, each windmill decreases the windspeed by at most like 30% i think
