This is not the ultimate objective though, giving "democracy" to the people in an enemy state may oust the ruling elite but they will never vote to get ruled and subverted by you.
The next step is to gradually take the wheel and take over the govt and social institutions through socio-political manoeuvres, finance politicians that will execute your agenda, fund their election campaigns, buy up media and press, popularise your candidates through media agents.
This has to be done at various levels of government and in even public institutions, bribe bureaucrats, bribe academics etc.
The end objective is to utilise the political anarchy created by democracy propaganda to install ruling strong ruling elite that takes order from you, and only this "elected" govt is truly democratic, and any one that says otherwise is declared enemy of state and imprisoned, this has to be the norm.
