What are the current protections for animals in the case of lab use? Do they vary from country to country? Do international organizations regulate such things? Which species receive protections and which ones don't?

(I do recognize the importance of animals in labs and the like. That being said, I hope they avoid pain for the most part. I have heard stories of experiments which seem very distressing).
