Companies that refine and produce food products with refined or added sugars pay an extra tax earmarked for subsidies for gyms, into public health initiatives and general exercise-boosting programs.
Most important of all, increase labor costs for hiring fat people from the employers perspective. Increase the federal payroll tax by 3% (p.p) for every step of overweight past normal, e.g someone with stage 3 obesity(40-45 BMI) has their employer pay 18% payroll tax instead of 6%. Do this with the economically inactive population except with a carrot and not a stick, and give percentage increases on all federal grants and programs(including pensions) for normal weighed people.
