it's not a philosophical problem as many think, the "observation" (measurement) involves physical processes that interact with the target and thus affect it

It doesn't. A conscious agent observing things is dependent on unconscious physical mechanisms. You see things only because light hits an object, it enters and excited state then goes back into a lower energy state and releases that energy in the form of light after some time about $10^{-12}$ seconds or some other small order of time. Then that light enters your eyes and cells in your molecules in your eyes have an interaction and through a variety of chemical and electrical interactions tells your brain how to interpret it.

A conscious agent affecting the behavior of particles or waves is a consequence the change of momentum of the particles/wave being observed by the particles or waves being introduced into the system by the measuring device the a conscious agent uses. It's classical mechanics all the way down. It's just there too much noise in the "quantum level" to use deterministic models.

This. Imagine you are sticking a thermometer into some water the measure the temperature. The thermometer has it's own temperature that will effect the surrounding water slightly. On a particle level, this slight effect becomes incredibly apparent.

But quantum mechanics are probably deterministic right? A super computer with perfect knowledge of this noise would be able to create a deterministic model, correct? Or is there inherent randomness to the universe?

But only because our tools are too blunt and the things we try to measure are so miniscule. The universe is functionally probabilistic only because it's too complex for us to make deterministic models of it.

Just like how a computer's random number generator might seem random to an observer but it actually uses some deterministic algorithm that the observer doesn't know of. Since the logic behind the random number generator is unknown, it is as good as random to the observer.
